Analysis of the Implementation of Training and Development Programs in Improving Employee Competence at the Ministry of Religion Office in Surabaya City

This study analyzes the implementation of training and development programs at the Ministry of Religious Affairs Office in Surabaya City to enhance employee competencies. The aim of the research is to evaluate the effectiveness of training programs in improving employees' skills, knowledge, and attitudes. The method used is qualitative research with an in-depth interview approach involving the Head of the PHU Subdivision and the Personnel Sub-Coordinator. The results indicate that structured and continuous training programs successfully improve employee productivity and professionalism, despite challenges such as a lack of communication among employees regarding training outcomes and limited training time. The training programs are categorized into two types: discipline training and training on employee duties and functions. This study provides recommendations for improving training programs, including adjusting the timing of implementation and classifying content, to enhance training efficiency and effectiveness. Therefore, the conducted training is expected to better support human resource development at the Ministry of Religious Affairs Office in Surabaya City
